This morning’s session of the Yalta European Strategy conference (YES) started with a spirited conversation about the efforts to reform the government in order to weed out corruption. If the panelists were already less than optimistic at the start of the conversation, they were likely even less optimistic at the end. When a member of the audience, Ukraine’s Fiscal Service Roman Nasirov, spoke about the current state of the tax system, even members of the panel were shocked by some of the revelations.
